Nine months into his tenure as Assistant Regional Director of the Land Transportation Office โ€” Western Visayas (LTO-6), Jeck D. Conlu is taking on a new, concurrent assignment: he has been named officer-in-charge of the newly created LTO โ€” Negros Island Region (LTO-NIR).

In a special order dated Sept. 3, DOTr Acting Secretary Atty. Giovanni Lopez designated Conlu to perform the duties and responsibilities of the LTO-NIR post in addition to his existing LTO-6 portfolio. โ€œUnder and by virtue of this Order, Mr. Conlu shall perform the duties and discharge the functions and responsibilities pertaining to the said position, in concurrent capacity and in addition to his present duties,โ€ the order states.

Conlu expressed his gratitude to Secretary Lopez and to his colleagues in Region 6 for their support. LTO-6 Regional Director Atty. Gaudioso P. Geduspan II described the move as an opportunity to strengthen ties between neighboring Visayan regions. โ€œRegion 6 and the newly created LTO-NIR would share the same goal and programs: enhanced enforcement of transport laws and road safety initiatives between two neighboring Visayan regions,โ€ Geduspan said.

The appointment marks a new chapter for a career built on hands-on transport reform and community service. As head of Iloilo Cityโ€™s Public Safety and Transportation Management Office (PSTMO), Conlu led transformative initiatives that reshaped urban mobility. Under his leadership, Iloilo became the first highly-urbanized city in the country to implement a localized Public Transport Route Plan โ€” a milestone credited with modernizing routes and setting a benchmark for other cities.

Conluโ€™s public service journey began at the grassroots. He served as a Barangay Kagawad from 2010 to 2015, then chaired the Iloilo City Urban Poor Affairs Office from 2015 to 2017, where he advanced housing and welfare programs for vulnerable communities. He moved to the PSTMO in 2017, and during the COVID-19 pandemic he served as Iloilo Cityโ€™s COVID-19 Chief Implementor, a role that required balancing strict public-health measures with the urgent need to keep people and goods moving.

โ€œIt is both a privilege and an honor to serve the people of Western Visayas in this new role,โ€ Conlu said, reflecting the humility and results-driven focus that have defined his public-service career.

As he assumes the LTO-NIR portfolio alongside his LTO-6 responsibilities, officials and transport stakeholders are looking to Conluโ€™s track record of pragmatic reforms and frontline crisis management to accelerate enforcement and road-safety programs across the neighboring Visayan regions.
