Driving Progress: LTO Region-6 Reflects on Milestones, Challenges in 2023–2024
The Land Transportation Office Western Visayas (LTO-6) continues to uphold its mission of excellence, transparency, and public service, demonstrating resilience in addressing challenges and celebrating milestones.
A comparative analysis of its performance in 2023 and 2024 highlights key achievements, areas for improvement, and its strategic direction for 2025.

The issuance of driver’s licenses, permits, and certifications revealed a notable shift between 2023 and 2024. In 2023, LTO Region-6 issued 417,597 licenses.
In 2024, LTO-6 issued 387,904 licenses, achieving 90.18% of the target of 430,125. It also issued 9,717 free Theoretical Driving Course (TDC) certificates in 2024.

The LTO Region-6 also intensified its enforcement efforts, resulting in a significant increase in apprehension cases in 2024. The regional office handled 19,206 apprehension cases in 2023, or 40% increase compared to 27,532 cases handled in 2024.
This proactive approach highlights LTO-6’s commitment to road safety and discipline, reinforcing its role as a key advocate for public safety in the region.
LTO Western Visayas demonstrated strong financial performance, with revenue collection surpassing the previous year. In 2023, LTO-6 collected about ₱1,534,096,944.61.

In 2024, LTO Region-6 collected ₱1,595,938,675.44 , achieving 97.38% of the ₱1,638,831,000 target. The ₱61.84 million year-over-year increase reflects efficient financial management and alignment with national development goals.
Vehicle registration numbers declined in 2024 due to policy changes. In 2023, the LTO-6 registered 689,911 vehicles.

LTO Western Visayas has also outlined key priorities to build on its accomplishments and overcome challenges.
These include achieving 100% vehicle registration targets by streamline processes and resolve plate production backlogs in collaboration with the Central Office.

It also aims to increase the reach of Theoretical Driving Courses (TDCs) to surpass licensing targets and promote road safety education.
The LTO Region-6 will also strengthen its enforcement measures enhancing strategies to improve road safety and build public confidence in enforcement measures.
It will also leverage technology by advancing digital platforms to provide seamless access to essential services and information.

Under the leadership of LTO Chief Assistant Secretary Atty. Vigor Mendoza II,
supported by Regional Director Atty. Gaudioso P. Geduspan II and Assistant Regional Director Jeck Conlu, LTO Western Visayas has shown resilience and innovation in addressing the challenges of 2024.
As the agency moves into 2025, it remains focused on refining service delivery, prioritizing road safety, and embracing digital transformation.
These efforts position LTO Western Visayas to achieve its goals and make a significant contribution to national progress.
