Asec Atty.Vigor Mendoza Endorses LTO-6 Regional Director Atty. Gaudioso Geduspan II for Prestigious Dangal ng Bayan Award

In a rare and heartfelt endorsement, Land Transportation Office (LTO) Chief Assistant Secretary Atty. Vigor D. Mendoza II has thrown his full support behind LTO Region 6 Director Atty. Gaudioso P. Geduspan II’s nomination for the coveted Dangal ng Bayan Award—an accolade that honors the nation’s most exemplary public officials and employees.
In a letter dated March 31, Asec. Mendoza formally communicated his recommendation addressed to Civil Service Commission Chairperson Marilyn B. Barua-Yap. In his message, Asec. Mendoza underscored Director Geduspan’s unwavering adherence to the Code of Conduct and Ethical Standards for Public Officials and Employees, as mandated by Republic Act No. 6713. This endorsement not only recognizes a stellar professional record but also celebrates a career built on strong moral principles.
For Director Geduspan, the gesture resonated on a deeply personal level. “I am truly grateful to Asec. Mendoza for his trust and recognition,” he shared. “This inspires me to continue serving with integrity and work even harder to promote road safety and ensure full compliance with our transportation laws.”
Director Geduspan’s journey in public service is marked by quiet determination and transformative leadership. A proud alumnus of the University of San Agustin College of Law, he passed the Bar in 1999 and swiftly carved a niche in the legal world. His early career, which included roles as a junior associate at Jacela Law Office and later as managing partner in a prominent firm, laid the foundation for a career dedicated to justice and public accountability.
His true calling emerged in 2003 when he joined LTO Region 6 as Regional Attorney. Over two decades, Geduspan evolved into a central figure in the agency’s reform, climbing the ranks to become Assistant Regional Director in 2017 and ultimately being named Regional Director in 2024. His tenure is characterized by a steadfast commitment to transparency, marked notably by the prosecution of 23 anti-corruption cases—including actions against internal personnel—which sent a powerful message that no one is above the law.
Yet, his vision extended well beyond internal reforms. Recognizing the need for accessible public service, Geduspan spearheaded initiatives to modernize the agency, revamping the LTO Region 6 website and its social media presence to better serve the public. During the COVID-19 pandemic, his leadership was especially impactful as he mobilized resources for transport workers, initiated community outreach programs, and offered free Theoretical Driving Courses to assist Filipinos in securing their livelihoods.
Another of his landmark initiatives was the creation of the Special Colorum Team (SCT), aimed at curbing illegal transport operations—a campaign that resulted in ten apprehensions within its first three weeks. His efforts also extended to regional development, playing a pivotal role in establishing the LTO Negros Island Region to further expand the agency’s modernized services.
Throughout his career, Director Geduspan’s ethical and people-first leadership has garnered numerous accolades. His awards, including the Outstanding Professional Award in Governance and Public Service and the Katuwang Award for his pandemic efforts, are a testament to his dedication. A nomination for the prestigious Ombudsman HIP Awards further cements his reputation as a transformative leader.
As his nomination for the Dangal ng Bayan Award advances, Director Geduspan remains resolute and forward-looking. “Leadership in government isn’t just about position,” he reflected. “It’s about purpose—and the people we serve.”
