“It is both a privilege and an honor to serve the people of Western Visayas in this new role,” ARD Conlu expressed, reflecting his humility and dedication.

A Proven Leader
ARD Conlu’s journey in public service spans over a decade of impactful leadership. Starting as a Barangay Kagawad from 2010 to 2015, he quickly ascended to more significant roles, chairing the Iloilo City Urban Poor Affairs Office from 2015 to 2017.
There, he championed initiatives that addressed housing and welfare concerns for the city’s underprivileged communities.
In 2017, Conlu took the helm of the Iloilo City Public Safety and Transportation Management Office (PSTMO).
Under his leadership, Iloilo City achieved a groundbreaking milestone—the implementation of its Public Transport Route Plan, making it the first city in the Philippines to adopt a localized public route plan.

Amid the COVID-19 pandemic, Conlu’s resolve and leadership shone brightly as Iloilo City’s COVID-19 Chief Implementor.
He steered the city’s response efforts, balancing public safety and the need for economic continuity during an unprecedented global crisis.

A New Role, A Bigger Platform
In his new role at LTO Region 6, ARD Conlu will work alongside Regional Director Atty. Gaudioso Geduspan II to strengthen road safety, enforce transportation laws, and improve service efficiency across Western Visayas.
Conlu’s leadership philosophy, rooted in collaboration and innovation, positions him as a driving force in addressing the region’s evolving transportation challenges.
