LTO Region 6 Supports Deal to Boost Driver Education, Road Safety

The Land Transportation Office Region 6 (LTO-6) has pledged its full support for a transformative partnership aimed at advancing driver education and road safety.

In a landmark move, LTO Chief Assistant Secretary Atty. Vigor D. Mendoza II and Motorcycle Philippines Federation (MCPF) President Arturo “Atoy” R. Sta. Cruz recently signed a Memorandum of Agreement (MOA) focused on promoting safe driving practices, particularly for motorcycles and other three-wheeled vehicles.
The collaboration was sealed with the signing of a Memorandum of Agreement (MOA) by LTO Chief Assistant Secretary Atty. Vigor D. Mendoza II and MCPF President Arturo “Atoy” R. Sta. Cruz.
The landmark agreement underscores the shared commitment of the public and private sectors to fostering a safer motoring environment.

A Vision for Safer Roads

The initiative has been warmly welcomed by LTO-6 Regional Director Atty. Gaudioso P. Geduspan II and Assistant Regional Director Jeck Conlu, who believe the partnership will significantly reduce road accidents and enhance public safety.

“This agreement aligns with our mandate to promote road safety, particularly among underserved communities,” said Geduspan. “Collaboration with private sectors like MCPF is vital to achieving this goal.”

What the Partnership Entails
At the heart of the MOA is a multi-faceted approach to driver education and road safety awareness.
MCPF will conduct free PDCs for motorcycles, tricycles, and three-wheeled vehicles in coordination with LTO. These courses aim to reach underserved communities, ensuring greater access to essential driver training.


In addition, MCPF will provide qualified resource speakers for seminars, focusing on critical topics such as traffic rules and accident prevention.
On the other hand, the LTO will supervise and monitor training sessions through its Driver’s Education Centers (DECs) to ensure high standards.
Participants who complete the training will receive certificates, with records uploaded to the LTMS Driving Institution (DI) Portal.

A Collaborative Effort
The MOA highlights the critical role of the private sector in advancing public safety. Under the agreement, MCPF will provide venues, logistical support, and resource speakers while maintaining a student-to-instructor ratio of five to one for hands-on training.
This collaboration also empowers LTO DECs to expand their offerings to include Theoretical Driving Courses (TDCs), Comprehensive Driver’s Education (CDE), and Driver’s Reorientation Courses (DRCs).
These programs aim to bridge the gap in driver education, especially in areas with limited resources.

Ensuring Quality and Accountability
To uphold rigorous standards, trainers involved in the program must meet stringent qualifications.
These include completing at least 72 academic units or a two-year collegiate/technical course.
The trainers must also be holding a valid Professional Driver’s License (PDL) for at least five years with a clean traffic record.
They should also complete the LTO’s Trainer’s Training program and passing a qualifying examination.

A Shared Commitment to Saving Lives
The MOA signing ceremony was attended by key LTO officials, including LTO Director for Law Enforcement Service Eduardo C. De Guzman, Acting Chief of the Traffic Safety Division Danilo J. Encela, and Traffic Safety Training and Advocacy Section Chief Beverly C. Sabela. MCPF leaders Engr. Joel A. Donato and Eileen C. Gigante were also present to express their support.
By combining resources and expertise, LTO and MCPF aim to cultivate a safety-conscious motoring culture.
This partnership not only reflects a unified effort to reduce road accidents but also underscores the importance of empowering drivers with knowledge and skills that save lives.
As LTO-6 and MCPF move forward with their shared vision, they remind all motorists of the critical responsibility that comes with driving.
